Integrated Evaluation of Egypt’s Water Resources Plans - Nardini-Fahmy

Because of water scarcity, careful planning of water resources in Egypt is a necessity. A number of tools (models, database, GIS, Decision Support Systems [DSS]) already exist in Egypt that provide invaluable support. Yet planning may be greatly improved by an integrated evaluation of water resources plan alternatives. To achieve this goal, a prototype DSS was developed, which is based on a conceptual model of Egypt’s Water Resources and associated Socio-economic and Environmental dynamic System (EWRSES). The model aims at capturing the complex network of relationships relevant to Egypt’s development linked with water resources and land-use. Being a dynamic system model, it allows

Policy Options to Improve Water Allocation Efficiency: Analysis on Egypt and Morocco

Because of political risk, economic feasibility, and cultural concerns, it has been a great challenge for economists to provide palatable remedies to governments to promote water allocation efficiency. Considering the limitation of water pricing to irrigation water, this research addresses questions of what strategic policy alternatives to water pricing might improve irrigation water allocation efficiency.

An empirical framework is provided to compare irrigation policies for allocating scarce water to agricultural production in Egypt and Morocco. Partial equilibrium agricultural sector models specific to Egypt and Morocco were employed for policy tests.

Agricultural Sector Model

The Egyptian economy has traditionally relied heavily on the agriculture sector as a source of growth and support for non-agricultural sectors. This central role was reinforced by the strong performance of the sector in the Sixties and Seventies. During the 1980s and 1990s, this dominance has declined but agriculture still accounts for significant share in growth, exports and employment.

Application of Country Policy Support Program (CPSP) for Egypt

Water resources policy analysis deals with the protection of people from the harmful effects of water and assurance of a constant, adequate supply of usable water. Population and regulatory pressure, political and economic instabilities, and climatic variation can all be expected to further stress water supply resources. Developing policies for managing water systems for human needs in such an environment is difficult, slow and very costly.
